When it comes to weapons, shields, defenses and hull, if you have it researched for yourself, you can place them on your base. Keep in mind that you need a level 6 base for the top end modules like syncophated and entropy fields.
Since special base mods, production, CTL, UST, have their own research tier, it's the same story. Have them researched to build them. Again, level 6 for top end stuff.
Top end stuff like synco platings, entropy arrays, quasi chaos turrets, and obviation grids can be installed at level 5. 110 production modules can only be installed at level 6+.
