While I personally have not tried this I beleive that it will get rid of them.
Reason being: 1. we know that if you tac remod a mission NPC it goes away 2. we know that if you invade a planet with a blockade, it goes away 3. we know that for as long as the blokckade critters hang around your planet they occupy one of your NPC slots.

Perhaps it'll free the NPC slot, but not remove the blockade NPC. Then when you refresh your NPC BT it'll come back.
I haven't tried it, but that's my theory.

It removed one from my tab when I was sleepy.
I clicked on it and forgot since I was dead then a few minutes later I repaired and refreshed my tab and the blockade npc was gone.
I did however receive the same blockade the next day, not sure if this is a fail-safe or coincidence.

It will.... I had a TO Hyperseeker blockade and I accidentally used a tactical and it disappeared.
