If my cloak is more than 10K, can I remove def & attk?

I have a Colossal planet, and I've gotten the cloak up to 10,000. Can the planet still be scanned? What I'm really trying to find out is, How much cloaking does my planet need in order to be invisible to all scanners. And once I get it to that point, is it safe to remove the attack and defensive structures? I'd keep all non-destroyable defensive structures i think.
Let me know what you guys think.

Right now the max scan is 18538 , so you need 18539 to be invisible , but if it gets crit hacked you will till want some defense on it.

how much space and what structures are needed to do the cloaking for such a high number?

Even with the high cloak it can still be scanned, the odds are just extremely.. Extremely low. I've scanned a planet that's had a flux-storm that was a few days in before (Flux storm is 50000 cloak)

I may be wrong but I think it was taken out of the rotation because of that.

This has come up before.
Unless you have 18k+ of cloak, the very, very, very top players will be able to scan you. And in any case, you could have the world crit-hacked from you. But, some numbers:
Of the 40k players who play this game, fewer than 5% have 10k+ cloak. So that's what, 2000 players? Those 2000 players can each scan about 1000 worlds. Because multiple people can scan the same world, the answer isn't "2 million worlds scanned, 2 million worlds in the DB, so it's 100%". Instead, it's more like 5%. So yes, your world can be scanned at 10k cloak, but it's damn unlikely. And that's a worst case scenario.
As for critical hacking, we don't know what the chances of a critical hack are but it's probably 1% on a given hack. If you have 100 worlds, the chance of a critical hack taking that world is also 1%. The combination is 0.01% chance that THAT SPECIFIC World will be taken in any given hack. So again, it is possible, just unlikely.
I have always considered 10k cloak effective immunity. I would feel confident in dropping all attack and defense.
Now, people will say that when the mission dysons and exotics were at 10k cloak, they got taken. TRUE. However, these are not the numbers to consider for that. The chances that ANYONE'S 10k cloaked planet will be scanned or hacked is much higher than a SPECIFIC person's world. Throw a rock into a crowd and you will definitely hit someone. But an individual's chances of being hit by the rock are very small.
Now However, with 10k cloak, you have also cost yourself a significant amount of your resource potential on the planet. The only real reason for 10k cloak is a storage planet.

just gonna toss this out there.. I scanned a mission exotic, which had a hair over 10K cloak, with only a scan power of 5984.... I was shocked, and annoyed, since from what I've heard, said player is totally inactive, and THATS why I could scan his planet.. but I couldn't take it

I put 12k cloak on all my 15x AP planets, 15x RP I put 2 inverses for ~4k , toxics I just put passive att/def no cloak and whatever happens happens. 12k cloak is basically 80% failure on the highest sustainable scan, but almost certain not to be scanned.
