Was looking around and I remember people mentioning it in passing but what level/ mission does one have to do to start seeing the sithions. excluding the obvious 4 that are relieved from the mission

well, as you mentioned,
Queens and Hives- get to Controlling the Silthion
Larva- Random... you need over 1500 scan, and have Controlling the Silthion active.

Thanks, i knew the 4 from the agressive evolution, just wasnt sure on the queen and hives
