One of mine has 14.7k att/def pre-legion bonus (some is passives) and still kicks out 861.3 rph.

I made x23 plasma that is producing 1700/hour and has a pre-legion bonus atk/def of 14.7k with 5.6k cloak (pre-legion bonus as well)
