You're probably around the average for a Rank 27. If you want to see some good results, slow rank for a little while. Grab Heavy Phase Cannons and Nanosphere platings, and keep PvPing to get those dominion cannons.
The best way to slow rank is hacking - you get more RP to boost your production, you don't get experience, and you can get CipherBots. One CipherBot takes up only 10 space and will keep you off most peoples' battle tabs at low ranks.
