i personally would say to get mining up as things start to become very expensive pretty quickly, if your not in a legion i would look for one that has artifact at equal distribution that will help out alot more at your [ our level - 163 ], than trying to find good artifact planets to colonize. Since mining artifacts are alot easier to come by, and are in greater abundance its quicker to build up,
