don't have to "finish" the entire mission line to get the 600 invasion... or the upkeep reduction...

I have completed the mission "Limitless Travel" once, and found the Caelon within a few days. I think this mission had to be done once, since I didn't find the Caelon until recently having had enough scan and rank for a long time.
