hi all.how far into planetary research do i get an option to build a cloak for the planet?thanks in advance.

To get cloaking modules you have to research down the Cloaking Branch. The planetary tech branch only unlocks resource buildings and population centres. To unlock planetary shields its the shield branch and minefields is the weapons tier.
I think you unlock the first set of planetary cloaks during the Sensor Jamming tier of the cloaking branch
