the general rule is that decks rule and then add a little cargo. so no it isn't worth it in later game play you'll be getting artifacts that will increase your base helmsman count. So hold in there and expand your decks

I wouldn't recommend it, because you can get them from artifact shipments later. If you really wanted crew for PvP you're better off with Tactical Officers. |

FORGET CARGO TOO! You will regret any point you place there later in the game. There are forum topics on here where people are asking the developer to "turn down" the number of mass cargo pods they get from artifact production. You either want 5 decks or you want 4 decks, 1 crew (tac officer or eng) |
