Yes. If you fully complete the weekly mission it does count toward the tier rewards.

I had a related question, do weekly missions usually become available after a few weeks in case you couldn't finish them or do they disappear i.e. if you don't finish them you will never finish them?

they reappear, in order of release, once the chain has concluded...you must finish each in turn to see the next even if you've already done 99% of that following mission.

What he said is VERY VERY important. First, it will be more than just a "few weeks." If the developer follows previous pattern, then the mission chain won't be archived until the entire storyline/ arch is told... that may be a couple of months. Second, the mission just before the current one is what starts this chain. If Dan puts them in order again, that means you will HAVE TO find all those planet probes before you can get back to this current mission. Ask how many of the high ranks had to go scrambling to come up with hundreds of those things. I know of several mid ranks (300-400's) who had plenty of energy, but not enough of the artifacts. They ended up just shy of full mission completion. I also know several folks who begged for asteroids/ leviathan npcs and now they can't get rid of them fast enough on their battle tabs...LOL.
