Planet Flux vs terraformer

Why is it in the Gp artifact buy . planet flux is more expensive than a terraformer. Arnt terraformers more rarer?

Both are rare, but while one might be stronger over time. One just whisks away the planet from every ones scans but yours.

Also you can get a flux that works if a planet hasn't been attacked in seven days via a mission, while there is no mission for a terraformer.
