how do i get tech parts?

Artifacts and modules dropped by some NPCs (at *least* uncommon - none of the commons make any drops at all, as far as I can tell) can be scrapped for Complex Tech Parts. Which is a pain, because those modules and artifacts dropped by the NPCs are, at least for a beginner, pretty damned useful for the ship or planets themselves.
