Has Dan ever weighed in on if Scan equals Critical Attacks?

I have heard since starting this game that having more scan improves your chance of critical attacks. I think I've seen it, but I may be fooling myself. I was wondering if Dan has ever actually directly confirmed that having a higher scan gives you a better chance for a critical attack or not.
If he never has, I might just do 100 attacks at 0 and 100 attacks at 1500 and see if the average is significantly different.

Go to ship tab
Move your mouse cursor next to the questions mark "?" near the scan stat
