Will this work on legion bases?

that remains to be seen if this will be put into the combat update, however i seriously doubt it. what if you destroyed their embassy and they had 12 naps? or their docking bay when they had 52 members?

Doesnt affect special structures, only researched att/def. I hope Dan does allow us to use this ability on enemy bases, maybe then more people will choose it.
