 Does anyone know if this is permanant and if it hides planet from someone who had already colonized it?

No it is not permanent, it hides the planet from whoever has already scanned it, not people who scan it in the future. And I dont think you can use it unless you have colonized the planet, I havent used one before so I dont know. And remember, search forums before posting
