What are cloning pods good for?

It seems to me that my planets generate population fairly quickly and if I have a new planet that I have used a cloning pod on it still is classified as a "new" planet with no development bonus. So what are they good for?

Cloning pods are used to help a planet quickly replace any population it has lost. Great if one of your planets are under attack and you have a calm period.

Also great if you just invaded a planet, and want to get it up fast and throw defenses down.
