What exactly is best in terms of keeping up with your multi-billion upkeep?

builder, unless you can get more from your mineral production. I personally chose builder so i can maximize artifact and research, while keeping mineral output at a minimum.

Yeah, if you have high research then go for Builder, unless you have a ton of mining planets.
