Is newly invaded 48 hours or less or 24 hours or less? |

Reason I ask is because it had artifact immunity on it :< so cannot build the locus for 24 hours. If it is 24 hours or less to put it on maybe Dan could think this one over and set it to 36 hours if it isn't already. |

The planet needs to be "New". As in 0 days development. So 23 hours and 59 minutes. What I wonder is what the "double the bonus" part means. Population or both mining and population. |

Double the bonus applies to both the resource gathering and the population, so Mining 4 & Population 200. |

Also, if you are going to use Planetary Time Vortexes, use them AFTER you put the locus on. |
