Is the new Weather Controller artifact only available via Galaxy Points, or can it be received with your normal artifact shipments?

And does it actually affect the Weather on the planet?

I just bought 10 of them for my planets, and they increased my research output by more than 10%. They are well worth the money, and the 200 population bonus means you don't have to build any population structures, saving space for other things like cloaking.
