do uncommons always drop loot?

do all uncommons drop loot?
i have had a couple recently that did not. one was a Sha'din Infiltrator which was supposed to drop prisoners. I had 2 identical uncommons at once (just with different numbers). One dropped prisoners and one droppped nothing.
this happened last week also, with a stryll hunter (i think, its been a while). at the time i thought i had misread the title, but this tiime i am certain.

not all uncommons drop loot, no. Some are based on a drop chance.

ahhh! ok, thanks. thats what i needed to know. wasn't sure if i was experiencing an issue or not.
