Are some artifacts un-lootable?

Hey all,
I was wondering if artifacts that can't be sent to other players can be looted in raids? I'm just asking since I have two Independence Day Emblem artifacts that restore all shield + hull + energy. They're limited edition, and I was wondering if they can be looted or not.
I want to know if I should use them up now or not. Are there any other artifacts that can't be looted in raids?

Curious too, what about glaviz devices, special unused artifacts like M.O.T.H.E.R, F.A.T.H.E.R?
