I don't recall having ever seen or used one, and I'm nearly level 100.

i still have mine... i plan to use it if i ever scan an enemy owned dyson and manage to take it.

I just saw one popped by a lvl 27'ish pilot in a planet scan the other day on a rock that definately wasn't worth it. As stated before, these artifacts really need to be rethought abit.

iirc you get it free with the 1st planet you colonise.
still have mine as my planets aren't worth stealing from me lol
