Topopolis Rings
Topopolis Rings are modular torus-shaped mega-population structures that extend around a host star. Trans-Core conduits built within the Topolois provide easy access to planetary systems for transportation of materials as well as the general population.

"Topolois provide easy access to planetary systems for transportation of materials as well as the general population" would make one believe their would be a bonus to resources as well as population. The Topopolis only effects population.
