Why are they doing this now?
The Humans and original separatist Terran Outsiders formed an agreement long ago called the Treaty of Harvest. It allowed the outsiders the opportunity to claim planets along the neutral border if they remained unoccupied during this time of the cycle.
I take it the treaty is no longer recognized?
Of course not. Their activities now are but a ritualistic echo from when it was in effect.

Marginally... but enough to put significant strain on our resources.

We're going to repurpose some existing planetary equipment near the border outposts. With some upgrades, it should relieve some of the strain on the defending fleets.
