NPC-Dropped Artifact

Permanently upgrades a random shield module on your base, and increases its shield output by 10%, but increases the modules value and upkeep by 20%. Modules upgraded in this way cannot exceed a 100% bonus.

Warning: if all Shield modules are at 100% upgrade when using this artifact the artifact will be wasted. the game does not prevent you from using this artifact when it will be wasted.
