Seeing as Recruiting doesn't seem to bring in as many new people these days, lets try something different. The Dark Justice is a Lev 8 Artifact Base with all the mods and a number of new training mods. Quite simply we could accommodate absorbing about an 8 and at a push a 13 person legion.
