If you have any decent planets, making each arti count as an action might be a fairly effective way of getting players to police themselves... I've thrown thousands of artifacts on a single PVP run, or at a single person over a period of days just because it's fun. But if I had like 1500 hacks that needed to be taken by a friendly player every day after I act like a jerk, that'd be unsustainable and end the behavior pretty quick!
However, there are two problems:
Minor Issue: garbage ships with nothing to lose by getting hacked, who don't care about disables, likely wouldn't change their behavior in any meaningful way.
Less Minor Issue: a player could wrack up like 125 raids/hacks in just a few moments, self disable, then have a buddy take those actions in another few moments, repeat the process each day, and rocket up the boards. While I personally don't care about kills/raids/hacks board, players who have put in the time/effort to reach a high spot could be justifiably annoyed by this predictable gaming of the system.
IMO, while I'd love a chance to retaliate 50 additional times against somebody who hits me with 50 artifacts, simply putting a daily limit on offensive artifact usage
and having offensive artifacts push 0 disables back to 1 would solve a lot of issues without creating new problems.
