seperate scanning and locking

Everyone can scan for bases even with it set to officers/leaders.
The scanned base gets placed in a list on the same screen, expires in 30 min.
Leaders can set the settings the same as now, the rule would just apply for locking.

so basically you want to allow everyone the freedom to SCAN, just not to lock.. you dont trust your members?
make your 'bases' list public for all your members and they wont lock anything they shouldnt.

They are public and i do trust them, people make mistakes.

well then your legion members care very little about locking a successful base... plain and simple.
ive got a legion of noobs for the most part, and they arent locking anything foolish.. and they dont have the legions base list.
not because i dont trust them, but because im technologically an idiot, and cant figure out how to post am email document to the legion page. and copying and pasting wont work because its a google spreadsheet data file with about a dozen categories of info.

Make a group doc, and put the link to the google spreadsheet there.
