When multiple people do the same amount of damage to a base (i.e. 6 people do 200 damage), instead of them being listed in first, second, third, fourth, fifth, and sixth place they should be marked as "TIED" and share 1st place spot to insure fairness in the event that the sixth person did the same amount of damage as the first and does not get smaller amount of badges.

sounds fair enough, but the way ties work is that the tied players all get the LOWEST score i.e. if the top 6 players all do exactly 1,000 damage each, they all come in sixth place
it's why when you look at some leader boards(not in GL of course) you see first second forth forth fifth seventh seventh ninth ninth tenth for the top ten

in case of tied dmg, it should rank in order of the time where the last shot from each tied player is fired upon the base. the earlier ones should rank higher.
I believe that is fair: timeliness of attacks is of value in itself

The tied players get the highest score, not the lowest. If 2 are tied for 1st place then they both get 1st place and the next avaiable spot becomes 3rd place. EX 1st. TheSpartan 1st. TheTinomony 3rd. Bluecifer 3rd. Legionaire 3rd. Uy23e 6th. Darth Flagitious Go look at golf scores if you don't believe me. Too exploitable. I've often had base locks where everyone hits for 200 each, and if it disabled that way (easily done with a full legion) everyone gets the #1 prize? Just too much of a reward for disabling the base. Current method (appears to be by time the ships did the damage gives preference to first hit) is a good system.

Yes this should not happen. We often lock weak bases to allow members to get easy badges, and at the end of the base it will generally look like: Base Killer (xxxx damage) Base Locker (240 damage - two hits) Spots 3-20 (120 damage - one hit).
I think the most annoying thing is how it scrambles people with the same hit amount, rather than keeping them in the order they hit it. Everyone with the same amount of damage gets scrambled around seemingly randomly into different positions.
