Yeah it's not a chance; it's guaranteed on completion and that's it. I don't think there is a chance you can get one while doing the mission (before completing, that is). If there was, it must be extremely low as I haven't heard of anyone with two mission Exotics

All missions that give any reward usually say "Chance to get" because some of them are truly random, although most of them are set up to give 1 item on completion. |
