Also I think scan goes down cause more planet are harder to detect (other people gets it and put cloak on it?) This reduces the % also I think. Hopes it makes sense. % dropping is not a bug

Why does my scan % keep going down |

Scan success chance is determined by the number of planets you have found VS the scanning power of your ship. As you continue to find more planets, you will need to install more (and more powerful) scanners on your ship. |
