Can someone confirm that a T.O. will definitely move onto a Gaia from nothing rather than targetting a Terra which then gets turned into a gaia? Just to clarify.

E.G.

Terra > Gaia
Blockade Occurs

Not

Blockade Occurs
Terra > Gaia
